The norm excluding the commissioning of roads with defects confirms its effectiveness

The norm introduced in 2025 in the Rules for organizing the production of quality expertise of works and materials by the National Center for Quality of Road Assets, which prohibits the commissioning of construction, reconstruction and repair of highways in the presence of unresolved remarks of the Quality Center, has proven its effectiveness.

The results of the first year of its application indicate an improvement in the quality of road construction and increased responsibility of contracting organizations. Following the results of 2025, contractors eliminated the identified defects and rebuilt the works at their own expense in the amount of 1 billion tenge. For comparison: in 2023 this figure was 4.1 billion tenge, and in 2024 — 3.9 billion tenge. At the same time, the identified defects were related to projects for the renewal of regional and district roads.

A significant decrease in the volume of rebuilt works indicates a reduction in the number of violations and defects directly at the stage of road construction. Contracting organizations began to pay more attention to compliance with technological requirements and the quality of work performed, since the commissioning of an object without eliminating the identified remarks is now impossible.

The current Rules provide for quality expertise at all stages of construction, reconstruction and repair of highways. At the same time, acceptance of the object is allowed only after complete elimination of all remarks identified by the National Center for Quality of Road Assets.

Thus, the norm excludes the very possibility of commissioning roads with unresolved defects and imposes on contracting organizations direct responsibility for eliminating violations within the framework of existing contractual obligations.
